County hires magistrate’s brother

PRESTONSBURG — Two months worth of treasurer’s reports were accepted, and a new county employee with familial ties to one magistrate was among the items discussed during a special called meeting of the Floyd County Fiscal Court last Friday.

During last week’s meeting, court members retired into closed session to discuss the hiring of a new county employee. Upon returning to open session, court members voted to hire Carl D. Cooley, brother of Magistrate Hattie Owens, to a position on her road crew. Owens abstained from the vote.

According to court nepotism policies, elected officials are allowed to hire only one relative to work in a county job.

Owens said Cooley will take over a position that was left vacant by the retirement of Donny Gayheart, who left county employment this month.

At the meeting, court members voted to accept two months of treasurer’s reports for the months of October, which had been tabled during the last meeting, and November.

Also, court members passed resolutions for payment towards Mountain Comprehensive Care Center’s jail-based grant projects, payments toward the Harold Sewer Project, and amendments of the Middle Creek Battlefield grant amendment.

Additionally court members voted to extend the contract of county road foreman Mike Jarrell by a unanimous vote.

The court also voted to extend a portion of the roadway, Hi Bradley Road, located near Wilson Creek, by an additional 150 feet.
