Three charged in jailhouse sex attack

PRESTONSBURG — Three inmates were charged this week following the alleged sexual assault of a fellow prisoner at the Floyd County Detention Center earlier this year.

Warrants were issued this week, according to Prestonsburg Police Det. Adam Dixon, for Justin Lee and Lawrence Kimmel on charges of first-degree sexual abuse of a fellow inmate on June 2 of this year.

The assault has been under investigation since June, when Jailer Roger Webb reported the attack to Prestonsburg Police.

Dixon says a warrant was also issued for a third man, Richard Mullins, for complicity to sexual abuse, for allegedly standing lookout while the attack was carried out.

According to Dixon, Mullins stood lookout and blocked the window as Lee and Kimmel stripped the victim naked, and then disrobed themselves.

Dixon says that Kimmel was served with his warrant while in jail last week, and that Mullins was picked up last Thursday. Lee, who Dixon said appeared to be the ringleader of the attack, has yet to be served with the warrant and remains at large.

Mullins and Lee could also be assessed with persistent felony offender charges, says Dixon.

Both Kimmel and Mullins are currently being held in the Floyd County Detention Center.

Scum like this needs to be buried under the jail. This is just another example of the drug ravaged scum that is destroying Eastern KY. These 3 losers should get life for rape with no parole. If they will rape in jail then what is going to stop them from raping out of jail.But on the other hand, this is another example of how the jailers are not doing their jobs. Floyd County jail needs to be held 100% responsible for this assault and whoever was on duty that night needs to be fired and needs to be charged. If jailers were not sitting on their asses or beating other inmates and actually started watching the inmates like they get paid to do this would not have never happened.It is a well known fact of the abuse and corruption that goes on in that jail. As long as the same bunch of corrupt idiots run Floyd County stuff like this will keep on happening. When a person is locked up they become the responsibility of the jail and their safety and well should be priority.
