Mail carrier charged with theft

PIKEVILLE — A Pike County mail carrier faces federal criminal charges, after being charged with stealing and destroying mail.

Russell Allen Halsey was indicted Nov. 15 on charges of theft of mail and delay or destruction of mail.

According to the indictment, Halsey “unlawfully secreted, destroyed, detained, delayed or opened mail matter which had been entrusted to him,” between Oct. 16, 2010, and Feb. 14. He is also accused of stealing gift cards and boxes of checks which were addressed to others.

If convicted on both counts, Halsey could face up to five years in prison and up to $250,000 in fines for each count, as well as restitution to the victims.

Halsey is scheduled to appear Dec. 3 for arraignment in U.S. District Court in Pikeville.
