Pair arrested after found sleeping in car

A Pineville man and an Evarts woman are facing charges after allegedly passing out in a vehicle parked in a driveway on Shelby Street in Evarts.
Michael Brock, 52, was arrested by Evarts Police Officer John Teagle on Saturday on multiple drug charges.
According to a press release from the Evarts Police Department, Teagle was patrolling when he noticed an unfamiliar vehicle parked in the driveway at 102 Shelby Street. There was an arm hanging out the driver’s window of the vehicle.
Teagle checked the vehicle and found Brock and Elizabeth Tolliver, 39, of Evarts, inside. Attempts to wake Brock up were unsuccessful, and what appeared to be drug paraphernalia was in plain sight on top of the center console and in the passenger floorboard. Teagle then called Evarts Police Chief Lupe Blas to assist, states the release.
The citation issued states a search of the vehicle was conducted after the occupants were awakened. The search resulted in the location of a Camel Frost tin can containing one white round pill and two blue oval shaped pills. Three prescription bottles were found in the trunk, one for oxycodone, one for alprazolam and one for gabapentin. All three prescriptions had been filled Friday.
The release states the pill count on all three bottles was off.
Brock was charged with trafficking a controlled substance, second-degree trafficking a controlled substance, third-degree trafficking a controlled substance, trafficking a legend drug and possession of drug paraphernalia.
Tolliver was charged with first-degree possession of a controlled substance, public intoxication (excluding alcohol) and possession of drug paraphernalia.
Brock was lodged in the Harlan County Detention Center on a $15,000 full cash bond.
Tolliver was lodged in the Harlan County Detention Center on a $5,000 full cash bond.
In other police activity:
* Wayne Johnson, 37, of Cumberland, was arrested by Cumberland Police Officer Tyler Hensley on charges of first-degree assault, third-degree assault on a police officer or probation officer, resisting arrest and possession of drug paraphernalia.
According to the warrant, Johnson cut Lonnie Tippett with a knife on Aug. 16.
The citation states Johnson was in possession of a needle containing an orange substance when he was arrested on the first-degree assault warrant. While being taken to the police station, Johnson kicked Officer Jason Blanton. Johnson was then tazed.
The citation states that upon being tazed, Johnson fell. LifeCare Ambulance Service was called to the scene.
Johnson was lodged in the Harlan County Detention Center with bond set at $25,000;
* Rodney Foutch, 26, of Partridge, was arrested by Hensley on Sunday on charges of first-degree burglary and theft by unlawful taking. Foutch was lodged in the Harlan County Detention Center without bond;
* Ricky Bingham, 32, of Baxter, was arrested by Harlan County Sheriff’s Deputy Charles Bailey on a charge of theft by unlawful taking $500 or more but under $10,000. Bingham was lodged in the Harlan County Detention Center on a $5,000 unsecured bond.
